Can I used credits from the civil engineering courses like construction engineering, Reinforced steel design, Soil engineering, surveying etc towards BS IT degree in Excelsior. If yes what will they fall under and can I submit them later after enrollment or they need to be submitted during initial application(unofficial evaluation) only. Experts please ??

It looks like you could apply 14 semester units to the Free Elective Component.
See Chart 10 of the Excelsior Business & Technology Catalog.

I would submit them when you submit other courses and when you are close to completing 120 units (to save money).

If I had CE courses I also look into this TESC BSAST in Civil Engineering Technology degree - perhaps as a second degree

Perhaps you can save your CE courses and apply them here at a later date.

Oh, I'm not an expert on anything, but thank you! :)

I agree with the above, they will be Applied Professional/Free elective credit.

I also agree that submitting them for an unofficial evaluation when you have more credits would be a great idea. Excelsior does allow courses to be removed after the official eval (you have 30 days, I think, to request removal) if you would prefer to use them for an engineering degree at TESC. Then you would know for sure where they would fall and how many they would accept, although be advised the unofficial evaluation can be different from the official one.
