Here is the only site I've been able to find that can help you find a proctor in your area: https://lorenzo.byu.edu/NCTA/consortium/ I'll update this post to include San Francisco area proctors as well as I've been beating the bushes trying to find them. In short, SFSU and Foothill College will do it and some city libraries like Daly City and San Bruno will do the testing also. Many schools and libraries here will not do it. I'm still waiting for a few institutions to get back to me and when I gather this information I'll post it along with numbers and points of contact.
