PhD scholarships

    So I am thinking of a phd program in public policy, organizational leadership, or public administration. Of course money is an issue, and I've been trying to look for scholarships. My job pays $2,500 a year for school, so that helps a little, but anything more would be great. I've seen some scholarships, but as a male WASP who works full time, I can't find anything for which I qualify. Does anyone know of any scholarships or places to look for scholarships?

    This isn't a scholarship, but Valdosta State University in Georgia has a mostly-by-distance Doctor of Public Administration program that's a real bargain, not a whole lot more than $2500 per year:
