    Hi and welcome to degreeinfo.
    My only suggestion is that you contact the US Embassy or Consulate nearest you to see if there are any scholorships available for non-USA citizens.

    I recommend contacting Peru State College and seeing if they will accept credits from Penn Foster before continuing. Penn Foster is accredited by DETC. Not all RA schools will accept Penn Foster credits.

    I presume that you have already contacted Penn Foster. If you have not asked them, you should investigate if there is anything they can do to help you in terms of delayed payments or scholarships. It won't hurt to ask. I'm guessing that you are not the first student who has faced challenges. In general, schools want to retain students (especially good students) who want to complete their degrees.

    If you can't afford the tuition at Penn Foster then request a break, then study, take, and pass some CLEP or DSST exams. This is a low cost option to earn college credit. CLEP and DSST credits are accepted by most US colleges and universities.

    There are CLEP test centers in the UAE and in Italy;
    http://apps.collegeboard.com/cbsearch_clep/searchCLEPTestCenterResults.jsp?searchCategory_country=Italy&DBACTION=SEARCH_TC&clepSearchType=International&x=51&y=7

    and DSST test centers in the UAE and other mid-east countries:

    By the way do you understand the difference between DETC and regional accreditation? If not either search degreeinfo or ask for help.
