In a wonderfully apt quid pro quo, Belgian diploma mill operator Kristiaan De Ley now accredits Saint Regis University. De Ley's two mills, Capitol University and Concordia College & University, had previously 'acquired' NBOE/SRU/Liberian accreditation. De Ley's accreditation entity, the Distance Graduation Accreditation Association, sputtered into being around May, 2000, originally hanging off of Capitol's pages, at the time hosted on a free ZyWorld site. Over several weeks, the single page changed at least four or five times while he tried different logos and altered the amount of emphasis placed on the implication that DGAA was a California-based entity. This is the second time De Ley has engaged in this type of reciprocal accreditation. The first such, with some sort of marginal hypnosis outfit, is now being labeled "ACCREDITATION PERMANENTLY REVOKED IN THE UNITED STATES DUE TO EXCESSIVE UNRESOLVED COMPLAINTS".
