Callahan three times-1993-1995-2000 misstated her education path. Either she was a fool or a liar. Since she operated at a high level of government over a period of time, I would assume she had some skill, and knowledge. I therefore would figure her to be other than a fool. A person might tell a lie once for gain, but to repeat the same lie three times is beyond any level of common sense. It's simply painting a target on your back, and saying, PLEASE SHOOT ME!!!

    kf5k,

I'm guessing that Callahan was sanguine for the fact (presumed) of her following common practice. I guess further that she will serve as scapegoat and that the practice will continue once the press tires of the issue.

Government usually operates on the precept that there can be a rule for everything and that everything is in the rules. I'm not sure that she's violated any specific rule though her conduct does seem to have been duplicitous.

Private institutions, OTOH, run relatively "loose."

From personal experience I'd make yet another guess that bogus credentials have been common in both institutional types. The former just follows rules and the latter doesn't bother to check.

I imagine there are many people hoping she will just go quietly so this will disappear. Possibly some would gladly help her with a nice private retirement fund. I doubt many want a large search of the claimed diplomas and job experiences in the various resumes.
