Both are frequently used for evaluation on non-USA credentials. I submitted my two non-USA degrees to both IERF and AACRAO. Both gave the same evaluation--the two degrees were equivalent to degrees from regionally accredited USA schools. IIRC, IERF was $80, AACRAO was $75.
15 years ago, I paid to submit the same credentials to a dozen or so evaluators. While there were many similarities, there were a few major differences . . . enough to produce the recommendation for trying a second or third time if the initial evaluation is not satisfactory. It would be great if someone replicated this research from time to time.
