I have been racking my brain and can't remember the name of the program I'm looking for. It was a master's degree, possibly in professional studies or education, and allowed a ton of transfer credit. It was RA and cheap. I know someone here will think of it in two minutes.... I'm drawing a blank. Help!
Amberton? They're RA, relatively cheap, allow up to 12 graduate transfer credits, and offer an MA in Professional Development which is a flexible interdisciplinary degree that allows you to take courses from many different subjects and roll them into one degree.
For Hayes State University? They have a Master of Professional Studies and are inexpensive, but I don't know how much graduate transfer credit they accept.
I don't know if it's what you are thinking of, but Western Governors seemingly fits your description. They are relatively inexpensive, RA and conduct all their programs by competency assessments. I'm not sure if they allow you to transfer any credits in, but if you have already studied something and feel that you are competent in it, you could just go straight to the assessment. You could conceivably do that with the entire masters program, apart from a thesis, I guess. https://www.wgu.edu/admissions/student-experience/assessments.html
