Does anybody know of a college that grants credit for the General Radiotelephone Operator License with Ships RADAR Endorsement or for the Amateur Licenses? How about Fiber Optic Licenses?

One tactic is to find a college-level for-credit course that covers nearly the same material as the commercial license exam. This can be used in a portfolio to show equivalence of scope. The same can be said perhaps of the amateur extra class license, but it overlaps the commercial license quite a bit, so you might not be able to claim them both.

I doubt seriously that you could find a college-level for-credit course that covers the material in the lower amateur license exams...too much of the exams concern rules and regulations that apply only to amateurs.

The "portfolio" (assessment) colleges are: Charter Oak State College, Excelsior College (formerly Regents), and Thomas Edison State College.

I doubt that it makes sense to select a college just on the basis of credit for these exams; I doubt that you could get more than six credits and more likely three would be the limit. It might sense to see what course you could test out on based on the knowledge gained from the commercial and amateur extra licenses (CLEP, Dantes and the like). I know little about this topic, but a great resource for these tests and the assessment colleges is: http://www.geocities.com/ba_in_4_weeks/

That should have been courses. If you can snag several courses based on the knowledge (say, a math course, a basic electronics course or two, and perhaps even a telecommunications course), you'll get more bang for the buck.
