    On a VERY loosely related topic..
    There is a fine magazine called the Global Estonian that is available. It looks at the world through Estonian eyes. Subjects include the history of the region, from ancient times through today. It discusses the Estonian people who moved to the US when the Germans and Soviets took turns occupying Estonia.
    All in all, it is very interesting. It is edited by the guy who owns one of the better Estonian food restaurants here in Tallinn (the Eesti Maja - which means Estonian House).

    FYI,
    I received this reply from the University of Tartu:

    "The University of Tartu has at the moment approximately 100 operating web-based courses and a lot of courses are being designed (see:http://webct.cs.ut.ee). We have not any totally web-based curriculum at bachelor, master or doctoral levels, but only single traditional university, open university and continuing education courses within different curricula (courses are mostly in Estonian).

    Our Summer University offers some web-based courses in English:
    Dialogue between Private and Public Lives (Faculty of Philosophy) and The International Context of Organisational Culture (Faculty of Economics). See additional information at http://www.ut.ee/av/summer/summer.php."
