It's backed by Nova Southeastern University, among others, so I doubt it's bad. For scholarly journals, though, I prefer open access, such as Online Learning.
Distance Learning is a good practitioner journal for ideas to incorporate in online courses and programs. Is is not a peer-reviewed scholarly journal. However, Michael Simonson and Charles Schlosser, the editors, also edit a a scholarly journal called the Quarterly Review of Distance Education (also published by Information Age).
