Yes - From what I have seen, most Ph.D. programs only require an undergraduate degree for entry.

An inexpensive accredited option is University of Newcastle, Australia

    Admission Criteria
    --------------------------------------------------------------------------------

The minimum entry requirement is a recognised Bachelor degree and 2 years work experience post graduation. Applicants who do not hold a Masters level qualification are encouraged to apply for the Master of Business program in the first instance.

Prospective international candidates must demonstrate English proficiency with an IELTS score of 6.5, or equivalent.

The University reserves the right to limit places in this award, in which case, rankings of candidates will be assessed on academic merit (determined by GPA in the MBA or last degree awarded). In addition, according to the Rules Governing Professional Doctorates, applicants may also be assessed on academic and professional ability in the field of the proposed doctorate, including ability to undertake professional research at a high level.

At the time of application, DBA applicants are required to provide a brief summary (a maximum of one page) which outlines their proposed research area.

    Plan B

You should consider CAREFULLY whether you really want to forego the Master's level altogether.

If, like more than half of all matriculating doctoral students you do not complete your dissertation, it would be NICE to have at least the Master's degree for ALL THAT WORK.
