College der Paris-Professional Certifications (RNCP) in France - what is it?

by coincidence I found out about the College de Paris.

Among others they offer a DBA program.

They claim that their qualification programs (e.g. their DBA) are listed in the french state database of Certification Professionels:

Anyone here who understands what these Certification Professionels mean? Do they have an academic value? How are they recognized in France?
