I was accepted to CSU-DH without a GRE so I guess the answer is no.

    Anil,

My understanding of the tuition page is that all non-residents of Illinois (including international students) only have to pay the E-Tuition rate of $196.75 per graduate credit plus a $13 fee. (Of course, before applying, you should e-mail them to verify this since they don't mention international students per se.)

    Hi Daniel,
    Thanks for your reply.

The tutuion fees are categorized as Illinois Resident and Non-Illinois Resident. I am not sure how they have categorized this. Can International student be Illinois Resident?

Their wording ("non-residents of Illinois") is a little unusual but I'm sure it means "out-of-state students." My belief is that they classify international students as "non-residents of Illinois." As a non-resident student taking only online courses, one only has to pay the discounted E-Tuition rate of $196.75 per graduate credit.

Also, even if you live on Mars, the only thing needed for the E-Tuition discount is that you are a degree-seeking student that takes only online courses.

Correction: The e-tuition rate is $217.75 per credit hour for online graduate courses:
