   I used the find a school feature on this site and the entry for Charter Oak has a note saying that only U.S residents can enroll, is this true? I didn't see anything about it on Charter Oak's site.

   This link says that they welcome international students, but as a non-residential university COSC won't be eligible for a student visa:
