California Pacificatory University mist join AFAA first

This seems strange-to enroll in this university applicants must be members of the American Financial Alliance Association Corporation (AFAAC). California Pacificatory University No regional or national accreditation that I can see.
Step 1: Join AFAAC
Applicant must provide proof of identity. Accepted documents are as follows○ Passport ○ Driver’s license or other government issued ID card ○ Birth Certificate
It offers the following degrees.
Masters and doctoral degrees in Nursing Leadership
Masters and doctoral degree In Public health
MBA
Masters and doctoral degrees in Information technology
Masters and PhD in Cybersecurity
I don't know what Nursing has to do with Financial Association or why they would sponsor these degrees. and they are not approved by any nursing accreditors so can't see that it would have much utility.. It appears to exempt from California approval since it belongs to a trade organization.
BPPE Accrediation
CPU has met the qualifications set by The Department of Consumer Affairs. Bureau of Postsecondary Education BPPE for exemption from regulation under the Act, pursuant to California Education Code (CEC) section 94874(b)(1): “An institution offering educational programs sponsored by a bona fide trade, business, professional, or fraternal organization, solely for that organizations membership”.
It also notes that California Pacificatory University is entirely unrelated to California Pacific University and maintains no affiliation or connection with it whatsoever.
Any thoughts on it?

See that Breyer State Theology now requires membership in the American Financials Association. They also have a new program -Doctorate in Positive Psychology.

California Pacificatory University now has a doctoral degree in grief counseling using the same courses as Breyer.

California Pacificatory asserts on its main page that it's exempt from state Bureau for Private Postsecondary Education regulation

 

There's a bunch of Mandarin-language press releases in the AFA website. Google finds this place listed at 233 Mt Airy Rd, Basking Ridge, NJ 07931 American Financial Alliance, Inc. - Google Maps which is interesting because that's not listed on their website as one of their locations, though they have several. I was expecting PO boxes but they all seem to be listing real commercial space.
