As a Non-Californain, would someone explain please, what do the initials BPPVE & CAPPS stand for?

 

BPPVE - Bureau of Private Postsecondary and Vocational Education, until recently part of the California state government. It had the responsibility for approving private post-secondary schools in the state, whether degree-granting or not. It was illegal to operate such a school without state approval.

The law authorizing the BPPVE expired a year or two ago, and reauthorizing the agency became frozen in political battling. Then the state's economic problems struck, requiring drastic cutbacks in state spending. The chances of passing a new spending authorization dropped to near zero, which is where we are at now.

CAPPS - California Association of Private Postsecondary Schools. This is a private membership assocation, not a government agency. It exists to further the interests of the many state-authorized post-secondary schools and has a very diverse membership. I don't think that it's tremendously influential in the California scheme of things.
