Ummm well , I decided to do a new thread to try and answer your question. I speak these words as no expert but the same I have spoken to others that are going down this tortuous path. Some latin countries operate under the "positive silence" norm. This means that after a "x" amount of time that a request has been made to a government office for "whatever" and no response has been given, then its assumed that it means "yes", since under the law............unless it's no, it could mean yes, or better yet what the law does no prohibit is allowed. Different systems in the latin world. While in america it appears that the prestige is going to a PRIVATE UNIVERSITY say of the caliber of HARVARD, PRINCETON, YALE, ETC..... it is actually the other way around in Latin America. The state run universities are the ones you brag about and the private ones are nice but don't hold the same braggin rights as the government ones. Of course almost free education in the socialist systems of latin america are a big incentive, right? I have been told that Honduras is tortuous to apply for recognition because that authority comes from the University of Honduras and its a pain. Panama seems to be another destination for pain as far as not having a ministry of higher education, again most of the degree granting power comes from the University of Panama. As far as in what I am refering to the difference between a latin country and the USA, I see a big difference in the flavors of "recognition"........... So each study plan needs to be recognized and not the school, the school operates with the inscription of its charter and its tax number. Another difference is that governments do not recognize UNIVERSITIES, they recognize study plans. In other words like the EMPRESARIAL UNIVERSITY claimed to have recognition from the government of Costa Rica, well it does, but it has been issuing degrees that have not been approved.
