BITS Pilani is a highly regarded institution in India, and almost a pioneer in off-campus degrees. At $6,000 I'd say this a good deal, but it's a 3 year degree (normal in India).
I could not find more details on the honors degree which will be 4 years and more in line with US degrees.

 

ECE won't consider a 3-year degree equivalent to a U.S. bachelor's degree.
