    In the beginning the idea was that separation of powers would protect the common person because the executive, legislature, and judiciary would each guard their powers jealously. Now I wonder whether today's equivalent is that the CIA, NSA, and FBI, etc. are held back primarily from their competition among one another.

    Here they seem to be more...colluding...than competing.
