This is like a suspense, even after reading the article. So medical schools in Armenia where adverting a plan to failed medical students. Shouldn’t those medical students in Armenia be is some serious trouble if this was just money in exchange for a diploma?

They turned to a middleman—who also did not meet the requirements to graduate med school—who sent them to several academic institutions in Armenia: St Theresa Medical University, Yerevan Haybusak University, and Mkitar Gosh Armenian-Russian International University. The suspects studied at those institutions for a short period of time, following which they received their diplomas without finishing the required studies.

So did they get counterfeit diplomas? or did the Armenian Universities issued these diplomas? - According to the article they are accused of alleged suspicion of presenting false diplomas from medical schools in Armenia.

So it's alleged they didn't finish required studies at Armenian universities as well but attended for short period of time?
We don't have the full info what the defense will argue. " University allowed transfer of credit? and after short study awarded diplomas?"

This is where the article is not clear. If there are adverts, then the medical schools are somewhat involved because they would have known. Are students from other countries involved?
