In some states, laws guarantee transfer in some form. Using NC, where I currently reside, we have articulation agreements in place guaranteeing that student who complete an AA or AS transfer degree guaranteed and perfect transfer into our public 4-year colleges. You can, of course, complete a full AA or AS as a distance learner. Further, and a little off topic, we've launched a Promise Program that allows those degrees to transfer into one of 3 UNC schools for $500 per semester. Only 2 of those schools can reasonably accommodate distance learners/out of state students, but even the out of state tuition is going to be low. Resourceful planners who live here can start their teens in 11th grade and earn a full BA or BS for $2000 all in. FROM SCRATCH. https://homeschoolingforcollegecredit.com/2018/01/23/2000-bachelors-degrees-in-nc/

In New York, I think 'it depends' is the rule. Someone wishing to complete a four-year SUNY degree should be sure their community college program applies.

I think you're right. They don't have state mandated articulation in place as far as I can tell.

I think there's some wishy-washy thing that might throw a student off. The acceptance of credits accrued might depend on the rigor of the program in the target school.
