Part of the sad story here is the demonstration of Trump thumbing his nose at the constitution. That is the President shall appoint with the advice and consent of the Senate. The Senate no longer has the power to advise and consent because Trump simply appoints everyone as acting!
Another part of the sad story is that as these events progress, it becomes increasingly difficult to find anyone competent who is actually willing to take the position. So important jobs wind up going to people with questionable skills and/or questionable motivations.
