I wonder if any members can help me with a reference. I once had a course in public administration in which one of the readings was an essay entitled something like 'radical change v. fiddling around the edges." I thought the author was either Herbert Simon or, perhaps, Amitai Etzioni although I've nearly worn out my fingertips Googling all manner of permutations with no joy. Any help will be appreciated. Thanks
This is all I found. FIDDLING AT THE EDGES. Authors: Roy-Chowdhury, Chas (AUTHOR) Source: Accountancy. Mar2013, Vol. 150 Issue 1435, p44-44. 1p. The author argues the GAAR will deter businesses' reinvestment plans which could affect job creation. He also argues the GAAR will dissuade multinational companies from making investments in Great Britain. ISSN: 0001-4664 Accession Number: 86172786 or Organization Man: Rational or Self-Actualizing? Document Type: Article Subject Terms: *Organizational behavior *Organizational sociology *Executives *Organization *Employee training *Executives -- Psychology *Organizational change Human behavior NAICS/Industry Codes: 611430 Professional and Management Development Training Abstract: This paper has been written as a comment on the article, "Some Limits of Rational Man Organizational Theory," by Chris Argyris, which appeared in the May/June 1973 issue of "Public Administration Review." There is no need to pick fault with details of Argyris' characterization of the theories of Allison, Cyert, March, Steinbruner. First, Argyris' critique contains a serious confusion between the influence of the organizational environment upon the individual, and the influence of the manager upon the individual. Managers, of course, swim about in the organizational environment, are influenced by it, just as are other employees. A major theme of Argyris' critique is that exaggerated emphasis has been given to the rational component of human behavior at the expense of the emotional and motivational. This allegation is not borne out by examination of the literature itself. Finally, Argyris' essay exhibits a curious ambivalence toward the idea of bounded rationality, and the related concept of statisficing. Author Affiliations: 1Carnegie-Mellon University.
