What in the heck is wrong with the people that run our public schools?

It's unfortunate that you don't know how the system works. High School students need to pass these tests to graduate. What intelligent high school student would willingly throw away his graduation simply to "stick it to the man?" Furthermore, even if a kid only did this to one state test, it would still appear on his transcript that he failed. How would you explain that to a college?

I would never recommend a student jeopardize his future for something like this. There are other ways to accomplish this goal.

I also find it interesting that you equate a child's education to slavery...

My mom worked in public schools for 34 years and I had a part time job in the public school system too that she helped me get. All i can say is public schools are filled with the most narrow minded, bitter, insane people you will ever meet. And they usually can't get fired! They have nanny mentalities. All they do is spy on each other and act like wardens. Like prison guard mentality, without the power to lock people up.
