To be brief. . . No. They're not accredited by any US agency, and there is no accreditation agency in the Caymans where they claim to be. You can get the same thing (namely, a worthless piece of paper) for $200 that they're selling for 5 grand. Or just print your own.
Depends on your definition of "legitmate," I guess. Rushmore is not recognized as a university by any legitimate educational authority. Its degrees are useless in any situation where an degree from an accredited school is required. Those are the facts; here is an opinion.... As someone who's done research in this area, and who has a Ph.D. in it, my opinion is that Rushmore isn't substantial. They don't sell degrees, and I'm sure there are students with Rushmore that work hard. But it isn't clear they have to. Also, Rushmore has "moved" quite a bit, being sure to stay clear of any serious regulation of its activities. This is never a good sign. If you're sure that a degree from an unaccredited school that moves around a lot will meet your current and future needs, Rushmore might be the answer. But, seriously, if Rushmore is the answer, you need to ask a better question.
If you want to choose an unaccredited school, California Coast University is a much better option insofar as price and quality of faculty.
