Actually students in Ontario high schools are given deadlines for assignments but Provincial Ministry guidlines allow the students to hand work in whenever they like with little or no ability on behalf of the teacher to give a penallty.
To teach in Ontario one must not only do a B.Ed but sit a multiple choice (external) provincial exam at the end of it. To pass you just choose the option that favours the student.
All students in Ontario are preferentially treated. Though if they submit nothing you still can fail them, but the principal has final say on all marks.
Techers in Ontario are kept far to busey doing 'Workshops' and pushing endless paper to think much about it.

Why copy someone else's work without giving due credit?
