Until not-too-long-ago, their programs were "property" of the Office of Personnel Management. After responsibility was transferred to the USDA, the number of "distance-based" courses multiplied. The courses were not ACE-reviewed until VERY recently-- the last fiscal year or so.

Trivia: The USDA-GS is the only non-accredited source specifically named in the Federal Personnel Manual as acceptable for meeting educational requirements for certain positions.
