In a new report, the U.S. Department of Education recommends that Congress ease rules that limit institutions' ability to offer distance-education programs. The report argues that online courses help more students gain access to a college education.

Members of Congress say the report could help persuade lawmakers this year to get rid of the 50-percent rule, a 1992 law that prevents institutions from offering federal financial aid if they enroll more than half of their students at a distance or offer more than half of their courses via distance education.

The report, titled "Third Report to Congress on the Distance Education Demonstration Program," was mailed to lawmakers last week. Congress requires periodic reports from the Education Department on the status of the demonstration program, which was started in 1998 and waives some rules for dozens of institutions offering distance-education courses.
