    At my last job, one of my employees was a classroom based part-time instructor for U of Phoenix. She did not have a doctorate. She only had a MBA. She said the requirements were a masters degree and 2 years of work experience (related to her field of teaching) after the masters degree was awarded. Perhaps requirements are different for classroom based instructors or business related courses.

    The website has a questionnaire to fill out and it appears that your right that they don't require a PhD (i've looked at a lot of online programs recently) - but that they want you to have had your Masters for at least 2 years.
