While the newer research institutions employ different Ph.D. program policies, the scholarship underpinning the dissertation process at Touro (i.e., TUI), for example, is largely the same. Moreover, by including scholars outside the university, newer research institutions have been successful attracting committee members who are subject matter experts but teaching at universities that don't offer the Ph.D.
