Is there any regular scheduling of this sort of thing? For example, do schools tend to announce new programs over the summer, or perhaps in early spring? Or some other time during the year? Or is it completely willy nilly?

There's not a set season for it, different institutions might announce a new program at any time.

Usually, after they get approval from their accreditor, which can be any time of the year.

Doggone! You were right. It is Willy Nilly!

"Harvard told Stanford - Look what we can do.
We got new courses - you should get some too!
    Willy Nilly, Willy Nilly, etc."

Sam, we will no longer be Woolly-Bullied into submission.
We demand new Wools - - and pwoper wegulations!

I wasn't surprised to see that Sam and Trini Lopez were friends. As pop stars, all their music was simple and direct - no gimmicks.
Simple and direct often works in education, too - and is sometimes overlooked.

These guys were 100% WYSIWYG before there was a personal computer on the planet. :)
