The Coast Guard is so underfunded that they're turning most of their urban search and rescue responsibilities over to the Coast Guard Auxiliary. The Auxiliary better start recruiting younger people.

During Hurricane Harvey, there were self-deployed rescuers not affiliated with any organization who ended up needing to be rescued themselves. If you're not a part of an organized group that is well-trained, I do not recommend self-deploying for natural disasters.
