Here's one I stumbled across on the way to something else: University Mons Calpe

Incorporated in Gibraltar, but headquartered in Switzerland, "accredited" by the Council for National Academic Accreditation, 1409 Madison Avenue, Cheyenne, Wyoming 82001.

Yup. The "Politecnico" with which these folks are twinned operates out of Ticino--another Swiss "free and private university" utterly unrecognized (despite audio blather to the contrary) by the real Swiss universities. Most likely, if SERSI/Herisau or Teufen is any guide, this one's degrees may possibly also be illegal in Germany and Italy.

If this cantonal authority were worth a bucket of maggoty muesli, how come SERSI is hooked up with WAUC and this Politecnico with an even more evanescent (is that possible?) accreditor in the home state of rigor, Wyoming?

Please bear in mind that two different cantonal officials (in Appenzell-Ausserrhoden, not Ticino) told me personally some ime back that cantonal authorization was actually worthless.

You are quite right, in most european countries degrees from universities which have been accredited by their homecountry are legal to use. Neither Herisau, Teufen or this wonderful institution however are (as you said "canton-accrediation" only), and of course the use of any degrees is illegal in Germany, Austria etc.. Also here in Germany, "students" of these institutions don't get considered for transferring even partial credit.
