I don’t think any numerical ranking regarding overall quality of universities has substance, other than the broad conclusion that there are bands of quality, within which any individual ranking is pretty meaningless. All the responsible academics I know agree on this point, but the admini-critters drool over ranking or league tables because shifts in the rankings help to justify their agendas, their actions, their existence.

Departmental reputation is another matter, particularly if you’re a graduate student who will be mentored in doing research by a particular scholar.
