    Can the executive branch refuse to send federal money to the state of California (or any state)? I thought that was a function of the legislative branch.

    While I don't know about this specific circumstance, the legislation Congress passes typically includes enormous flexibility for the Executive branch to carry it out. "I've got a pen... and I've got a telephone" and all that.
