Lol, this after cutting funding. This is what Trump does. He breaks stuff then gets praise for “fixing” what he broke.

It's more than redirecting - I remember reading about cutting $350 million in grants that previously supported other minority-serving colleges, such as those serving large Hispanic student populations. The admin statement was that those cuts reversed decades-old grant programs and were justified by the administration as a move away from what they described as "ineffective" and "racially discriminatory" programs, so redirecting and adding (150 millions) $500 million in federal funding to historically Black colleges and universities (HBCUs) and tribal colleges.
Maybe, and I guess and speculate, that it is related to discouraging illegal migration from Latin and Central America while prioritizing serving needy Americans? It seems to align with broader policy discussions about immigration and resource allocation under this administration, though this connection is more political interpretation than stated administration policy.

Funny you should put it that way, as there's an old libertarian saying that government breaks your leg, hands you a crutch, and says, "See? Without me you wouldn't be able to walk!"
