Of course they have plans. A fly has a plan when it gets trapped on flypaper while looking for a fresh pile of poo. Just not any good or well thought out plans.

 

Of course the U.S. Army has a plan for invading and defeating Canada. Having plans for even very remote contingencies is part of the Army's job.

The primary duty of the U.S. Army is to keep North America safe and secure for the U.S. Failure in that overarching mission is truly not an option.
