I had found an interesting phd program while looking for a brick and mortar program in NYC. The New School offers a phd in Public Policy and will take 30 credits from your masters degree leaving you with 30 credits to finish. The price is killer at $1480 per credit only down side but the classes are interesting. I don't see anything about distance learning, online, or limited residency at all. Am I missing something?

The PhD is NOT distance, the school does have several masters / undergrad degrees that are online. The PhD is possible via part time: A full-time graduate student takes at least nine credits (three courses) each semester. You can study part-time but must take a minimum of six credits (two courses) per semester to remain in good standing.
This is tangential, but the disclaimer on that page caught my attention: Didn't the University of Phoenix get sued for essentially saying the same sort of thing?
The statement definitely misleading because whether prospective universities/colleges accept previous credits depends on situation, curriculum, grade, and etc. Most schools do not accept anything below C for undergraduate programs, and below B for graduate programs.
