    My default reaction to a school talking about treaties and UNESCO is that they're trying very hard to make something sound complex that is actually simple.

    Very useful, I can use that to satisfy continuing ed requirements at one of the universities where I adjunct.

    Old joke: Two guys are camping in a tent when a bear sticks his head inside. The first guy starts putting on his tennis shoes. The second guy says, "What are you doing, you can't outrun a bear!" The second guy says, "I don't have to outrun the bear. I just have to outrun YOU."

    This stuff doesn't have to be legitimate. It just has to get people past the decision-makers (employers, mostly) in their lives.

    There was a time when degrees from foreign schools generally had to meet one of several criteria (listings, mostly) to be considered equivalent to being accredited in the U.S. Guidelines, not rules. This was especially the case when the AARCAO got out of the business of evaluating foreign credentials. But these days, many employers rely on the foreign credential evaluation companies that have subsequently arisen. They now hold the answer. If anyone asks the question, that is.
