    The concept of the Apostille is accepted, but the content is often not.

    I once prepared a document that declared that I was the Pope of the Roman Catholic church. Then I paid $10 and got it notarized (no one pays attention to the content). Then I paid another fee, and got the state to authenticate the notarization -- and again, the content was irrelevant. And finally, I got the State Department to issue an Apostille based on the notarization and the state authentication.

    At no point was the content of the document relevant to the process.

    So I am not (probably) the Pope after all, despite my Apostille.

    The process of "rubber stamping" documents without content verification by government agencies and public notaries is nothing new. Local and state governments do not have specific policies in place for verifying legal documents (from first hand knowledge). The lack of scrutiny by government officials is quite evident.
    Most of the bogus and unaccredited schools that offer DL degrees rely on Apostille (to fool employers into believing that the degree is legitimate). The agencies that notarize these documents will not conduct a search into the school's background.
    If the state of California authenticated and notarized Dr. Bear's documents, this would officially make him the Pope (at least in California).

    Pope John Paul, Pope John Bear, they do have a nice ring. I would rather live in Northern California than the Vatican. All that kneeling and slobbering on rings and stuff would likely get old real quick.

    His Holiness, Pope John XXIV, is correct (and given papal infallibility, that's not particularly surprising).

    I've had things notarized and no one cares what it says. The only thing they're notarizing is the signature and that it is you.
