I'm glad schools are doing the web proctor thing. A few years back I found it exceedingly difficult to find a proctor. The local community colleges would only do it for current students (even the one I had just graduated from). Most libraries didn't offer this. Only one library out of the dozen I called did offer proctoring for a $20 fee. Don't get your hopes up on finding a proctor. Make sure you have your proctors lined up before paying your school for enrollment.

Most of the MBA courses at Bellevue required a proctored final exam and some a proctored midterm exam too. I was able to use the local public library. I had to provide the proctor's contact info and the school would tell me if my choice was approved.

Regarding the actual tests the allotted time varied from 3 to 4 hours. The tests were emailed to my proctor. On the day of the test she would print the test. I was allowed to have several sheets of scrap paper, a pencil and pen, calculator, and usually one side of a sheet of paper containing notes. At the end of the test she collected the scrap paper, note sheet and test, had me sign a paper and mailed them back to the school. My cost was the envelope and postage to mail the material back to the school.

Here's a link to the Bellevue protor procedure (Bellevue University | Test Proctoring).
