I at first thought it a joke. Now I'm surprised it's not being lambasted.
It's a very good initiative. Tens of millions of people in Nigeria alone speak Pidgin every day.
But isn't it colonialist to say so?
Don't know, I've never thought about in that way. There's nothing inferior about Pidgin languages in my opinion, and as far as Nigerian Pidgin is concerned, it's an English-based Pidgin with grammar and vocabulary advanced enough to talk about pretty much anything.
And, Pidgin languages don't necessarily have their origins in a colonial context: Russenorsk is one example.
