offshore med school fraud

After doing some research I have found that many Americans are being 'duped' by offshore med schools because the non-resident schools that are being pushed won't get licensed. I have talked to numerous medical boards and find that the schools have applied for recognition and been turned at numerous boards. Some states will allow the students to do clinical training or residencies but won't license them due to the schools not being equivalent to US schools. I think it is fraud that students are paying large sums of money to med schools and ending up with worthless degrees.
