Embanet is an interesting player in the online education industry.

In recent years, traditional B&M universities have become increasingly interested in offering distance education. But since they are B&M, they don't know to set up online programs. So they hire Embanet for technical support. At a number of B&M universities, including some very prestigious ones, Embanet handles the technical aspects of program delivery.

However, Embanet's services are not limited to technical support. Embanet also offers student recruitment and retention services, complete with aggressive sales pitches, so that you can fill those online programs after they have been set up.

My impression is that most prestigious B&M universities hire Embanet only for tech support, and do not use them for recruitment. However, USC and GWU appear to be exceptions. It wouldn't surprise me if the schools are eventually forced to reconsider this arrangement, due to negative publicity stemming from Embanet's pushy sales tactics.

“The mission of Embanet-Compass is to assist traditional institutions in launching and managing large, successful online degree and certificate programs in a highly competitive environment.” Your impression may be correct; however, it appears that merely providing tech-support capability is not the business focus of Embanet-Compass as regards a majority of its existing or potential partner universities.
