If you already have a bachelor's degree and the PMP, Scrum Master, you don't really need an PM emphasis option for the MBA. You can go for the HAU MBA and add a certificate on the way to that MBA, total cost if you can get the scholarship is $3K USD for two years: Graduate Certificates – Hellenic American University (hauniv.edu)
The Operational Excellence certificate is project management adjacent and even includes a course in project management.

No, I would not recommend an MBA with Project Management. A PMP is more valuable in Master of Science Project Management.
