many lower tier UK Unis would let you into their Masters program if you can show years of relevant work experience, some don't even need that. The most famous 1 i've always seen is Heriot-Watt's MBA program, but i don't think that's $5k.
At the U. of Leicester, in the School of Business, they have a path to the master's in HR and Training without having a bachelor's: https://le.ac.uk/courses/human-resource-management-and-training-msc-dl/2020 Also, you might be able to negotiate entry into a number of schools, even if their published literature doesn't mention it.
