"Licensed/not accredited by the state"?

    By the way, what does Wyoming mean by "Licensed/not accredited by the state"?

    It means the state allows the school to operate if it meets certain administrative requirements. It also means the state does not evaluate, nor approve, the school.

    It is very reminiscent of California's old "Authorized" category that K-WU used to operate under before the state blew it out. K-WU then moved its license around, seeking a similar situation. It finally found one in Wyoming, which, apparently, has no concern about its higher education reputation.
