If someone passes away, does the family have to pay outstanding bills such as the mortgage, taxes, medical expenses, etc.?

When someone dies, the creditors are first in line before the family can have any inheritance money.

I don't know . . . what about things like irrevocable trusts and all that sort of thing?

No, only the signatories are responsible to pay the debts. Wills, trusts, inheritances, etc., are another story.
