Not in my opinion. The underlying assumption seems to be that students enroll with the goal of graduating, and that's not always the case, especially at some types of institutions.
In agreement with Steve. An ever increasing number of students come to school to upskill or obtain new opportunities. The traditional graduation metric doesn’t apply, when it comes to comparing success outcomes.
